General Conference Information:
The annual spring technical conference organized by DCEA will be held
at Lawrence Technological University on Saturday, March 4, 2000. The
purpose of the conference is to promote new technologies and provide a
forum for technical exchange for Chinese professionals in the Greater
Detroit area.
Topics of Interests:
Papers and panel topic proposals are solicited for presentation and
discussion on (but not limited to):

2. Meet the DCEA Board of Directors for the Year 2000
The new Board of Directors elected at the December 4, 1999 DCEA Annual
Membership Meeting are:

3. DCEA 1999 Annual Membership Meeting
DCEA had its 1999 Annual Membership Meeting on December 4, 1999 in the
Golden Harvest Restaurant. DCEA members and some new members
participated the meeting which ran from 4:15PM to 6:00PM.
In the meeting, the current President, Dr. Jie Cheng, briefly reported
DCEA?s accomplishments in 1999, followed by detailed work report by
Board members. Dr. Nancy Wang reviewed the 1999 DCEA Spring Technology
Conference and Exposition. Dr. Tai Chan talked about the Fall Special
Membership Event and other membership promotion activities. Dr. Yilong
Chen described the establishment and contributions of the DCEA Advisory
Council consisting of most of DCEA?s previous presidents. He also
talked about connections recently established with technical
institutions and governments of both Mainland China and Taiwan for
high-tech business opportunity development and academic or technical
knowledge exchanges.
Dr. Zach Fu reviewed work on DCEA publication and member
communications, including on-line newsletter, the DCEA Communiqu?, and
DCEA?s new web presence. Dr. Chin Kuo reported about the nomination and
final selection of three high school graduates for receiving DCEA 1999
High School Graduate Scholarship. Finally, Dr. Kingman Yee, current
DCEA Treasurer, reported about the budget status.
After the 1999 DCEA annual report, Dr. Tai Chan announced retiring
board members and Dr. Chin Kuo announced election results for the new
DCEA President, Vice President, and four new DCEA board members.
Elected were Dr. Tai Chan for the next DCEA President, Dr. Zach Fu for
the next DCEA Vice President, Dr. Jie Du, Mr. Ronald Eng, Dr. Tung
Weng, and Dr. Michael Zhou. All those elected made a short speech
expressing their willingness to serve the DCEA members for the coming
years. Dr. Kingman Yee and Dr. Jie Du agreed to serve as Treasurer and
Secretary of DCEA respectively.
Dr. Tai Chan presented his vision and plan for DCEA in the coming year.
He stressed that, strategically, DCEA has to stay focused in three
areas :
1. Service: service to members and the community
2. Professional Network: local and global network with other Chinese
and Chinese American professional groups that will mutually grow as
strategic partners in joint activities.
3. Professionalism: putting integrity and professionalism first as we
serve the DCEA members and the public.
On the operating side for SERVICE, Tai?s proposal is to make an effort
to energize the dormant members and solicit new members to join DCEA in
meetings and special events in 2000, especially the annual conference
in March, 2000. Different format will be called for in 2000 to address
topical issues in technology and new opportunities. In addition, Tai
hoped that at least two special events and workshops will be held to
boost membership.
Tai?s thoughts on local networking and partnering is to run joint
activities with other organizations in the greater Detroit area - the
recent ACA-DCEA High School Awards Banquet is an example. He stated
that DCEA has to leverage not because we are lean but we have to be
efficient to be effective.
As to global networking and partnering, Tai believed that DCEA has the
capabilities to link with organizations and universities in China,
Taiwan and Hong Kong to initiate technology exchange in serving our
members and the scientific and business communities.
Seven people joined DCEA as new members after the meeting.
After the membership meeting, DCEA and ACA (Association of Chinese
Americans) jointly held the 16th High School Achievement Awards
Banquet. Thirty-two excellent local high school students were the
finalists and ten of those received various awards, including three who
received DCEA scholarships of $500 each.

5. DCEA AWARDED THREE HIGH SCHOOL SCHOLARSHIPS
On December 4, 1999, DCEA awarded three scholarships with $500 each to
three high school seniors at a banquet which was jointly sponsored by
DCEA and ACA (Association of Chinese Americans). The purpose is to
encourage Chinese youngsters to pursuit Engineering as their career.
This was the second year DCEA presented such High School Student
Scholarships. All finalists and their parents were invited to the
banquet as guests. The winners this year are Cindy Chen, William Cheng
and Benjamin Wang. All of them have a perfect Grade Point Average of
4.0 out of 4.0 scale, a perfect score of 800 for SAT Mathematics, many
extra curricular activities, and leadership role. There were 18
applicants who have decided or shown interest in majoring in
Engineering when they enter college. Unfortunately, DCEA would not be
able to award all of them a scholarship. If any DCEA member would like
to sponsor scholarship(s) in their name, please contact President Tai
Chan.

Healthy Asian American Project (HAAP)
2000 Chinese American Women Health Program
Purpose:
To assist low income Chinese/Chinese American women to take mammogram
and pep smear tests in the year 2000
Goal: minimum 50 people for the year
Eligibility:
(a) Chinese/Chinese Americans, including students and illegal aliens -
Program will guarantee no paper be exposed to Immigration Office to
protect patient status. (Other Asian American groups included in the
programs are Korean, Philippinos, Vietnamese & Hmong.)
(b) Michigan residents
(c) Age: 40-64
(d) No Medicare Part B or HMO or other prepaid managed care plan
(e) Low income: at or below 250% of the federal poverty guideline for

1. RENO MEETS WITH APA LEADERS ON WEN HO LEE CASE

RENO MEETS WITH APA LEADERS
ON WEN HO LEE CASE
Washington, DC -- Today Attorney General Janet
Reno and Deputy Attorney General Eric Holder met with representatives
of
the Asian Pacific American community about concerns pertaining to the
Wen Ho Lee case.
Nancy Choy, Executive Director of the National
Asian Pacific American Bar Association, stated, "We imparted the
extreme
concern of the APA community about the treatment that Wen Ho Lee has
received since incarceration. We informed the Attorney General about
our concern that Mr. Lee has been denied bail, that his treatment
during
incarceration seems unduly harsh, and that his attorneys don't have
access to the classified documents involved in the case."
The Organization of Chinese Americans' Executive
Director Daphne Kwok commented, "The major point that we wanted to
convey to Attorney General Reno was that the Chinese American and APA
community feel that Mr. Lee has been treated as a spy when he is not
being charged with espionage. We sincerely appreciate Ms. Reno's and
Mr. Holder's sensitivities and interests in the concerns of the
community."
"On January 10 in San Francisco, Attorney
General Reno attended a community roundtable forum on justice issues.
At that session, Ms. Reno heard from the grassroots about their deep
interest in Mr. Lee's case. We are now preparing a list of questions
to
be submitted to the U.S. Department of Justice focused on the due
process issues for the case. We know that while this case is in
litigation the Department is going to be constrained to what can be
said, but we feel confident that Ms. Reno will impart whatever
information that she is able to," remarked, Yvonne Lee, Commissioner to
the U.S. Commission on Civil Rights.
The other APA leaders in attendance included:
John Young, Executive Counselor, Committee of 100; Kristine Minami,
Washington Representative, Japanese American Citizens League; Karen
Narasaki, Executive Director, and Aryani Ong, Legal Fellow, National
Asian Pacific American Legal Consortium; and Jon Melegrito, Executive
Director, National Federation of Filipino Associations.
