1. Announcement: The 1999 Annual Membership Meeting (12/4) And Award
Banquet
 
The DCEA will hold Annual Membership Meeting on Saturday, December 4 at
Golden Harvest Restaurant in Warren.  At the same location after the
Membership meeting, there will be an Award Banquet jointly sponsored by
the Association of Chinese Americans (ACA) to honor outstanding Chinese
high school students at the Greater Metro Detroit area.

(I) The 1999 DCEA Annual Membership Meeting:

You are cordially invited to attend the Annual DCEA Membership Meeting
for 1999, which will be held from 4:00PM to 6:00PM, Saturday, December
4, at Golden Harvest Restaurant in Warren, MI.  All DCEA members are
welcome.  Non-DCEA members are welcome to participate and take this
opportunity to join the DCEA.  (Reminder to DCEA Members:  Please pay
your 2000CY Membership Dues in the amount of $25.00 either by mail or
at this Annual Membership Meeting).

The Association of Chinese Americans and the Detroit Chinese Engineers
Association are sponsoring a joint Awards Banquet on Saturday, December
4, 1999 to recognize outstanding high school students in the greater
Detroit metropolitan area.  

The nominees will have a complimentary dinner ticket and be
acknowledged during the awards ceremony.  ACA will present four awards,
and DCEA will present its first Future Engineer award to a graduating
college senior in addition to the High School Scholar award.

For President: 

Tai Chan: Tai Chan is a program manager for health and environmental
research at General Motors R&D Center. He earned his B.S. and M.S.
degree in chemical engineering from The Cooper Union and the City
University of New York, and a Ph.D. in environmental health sciences
from New York University. He had been with GM since 1977. His most
recent assignment at GM has been executive secretary of GM-China
Technology Advisory Board and manager of GM-NIOSH-UAW research
partnership in occupational health and safety. He has been a DCEA board
member for three years, past treasure and current vice president. He
has also chaired DCEA's special symposia and seminars during his
tenure. 

For Vice President: 

Zhenxing (Zach) Fu: Zach is a technical specialist at Ford Motor
Company. He received his B.S. degree in electrical engineering from
Harbin Institute of Technology and a M.S. and a Ph.D. in electrical
engineering from University of Kentucky where he taught for a year.
Then, he worked for industrial companies such as  Scott Fetzer Co.,
Buehler, and Prestolite Electric Inc. prior to joining Ford in 1997. He
is a member of the editorial board of the International Journal of
Electric Machines and Power Systems and a senior member of the IEEE.
His research interests are in design, modeling, and control of
electromagnetic devices. 

For Board of Directors: 

Jie Du: Jie is currently a development engineer with the Department of
Emissions Testing and Fuel Economy Certification at DaimlerChrysler
Corp. Previous experience includes Necessity and Chances LLC, Ford
Motor Company, Studsvik of America, Inc., and Ministry of Machinery
Industry of China. He received his B.S. in engineering physics and M.S.
in nuclear engineering from Tsinghua University and a Ph.D. in nuclear
engineering and scientific computing from University of Michigan. 

Ronald Eng: Ron is the Engineering Director of Body Interior Systems
for the GM Truck Group. He received his B.S.M.E. from Penn State and
M.S.M.E. from University of Michigan. His previous assignments include
Director of Vehicle Engineering for Midsize Truck and Director of Body
Structures. He is very active in FIRST Competition Team involving high
school students and Explorer Post program with Boys Scouts where he
received two awards. He enjoys being a college recruiter and a mentor
for minorities and new hires. The Organization of Chinese Americans
(OCA) recently awarded him an Asian American Corporate Achievement
Award. 

Tung H. Weng: Professor Weng received his B.S.E.E. from National Taiwan
University, M.S.E.E. from University of Iowa, and Ph.D. in Electrical
Engineering from University of Missouri, Columbia. He has taught at
University of Missouri and Oakland University where he was acting chair
for two years. His teaching and research areas are semiconductor
properties and devices. Over the years, he has conducted research for
NSF and federal agencies. He has extensive industrial experience with
Bendix, Sperry, and U.S. Naval Research Laboratory. He was also a
visiting professor at National Taiwan University and Nanyang
Technological University in Singapore. 

Michael Zhou: Mike is now with Interim Technology as a principal
consultant for E-commerce and web/internet technology. Currently he is
on assignment at ANR Pipeline Company. He received his Ph.D. from
Tsinghua University and taught there and at a Canadian university. His
IT industrial experience includes Chrysler, GM, and Blue Cross/Blue
Shield of Michigan. Mike has been a very active in presenting paper,
serving a s an invited speaker and a panelist for IT session in DCEA's
conferences and seminars in the past two years. His DCEA vision is
attract more IT professionals to the organization and to provide IT
forum and its related career development opportunities.

3. Recap To DCEA's 10/2 Fall Workshop:

The special fall event drew 100 attendees.  A short summary to the
event would be great
food, deep food for thought (from the seminars and breakouts) and pure
fun.
Engineers can be a very lively group to associate with !!!

Five Stars Restaurant in Taylor made a special effort to accommodate
our workshop attendees.
The manager, a young man from Xian, gave a warm welcoming speech and
stated that
they stayed up late preparing for the special h'deouves served, and was
delighted
to host DCEA.  Unbelievable value at $5/person.

Dr. Mike Lee gave a most interesting lecture on Feng Shui and related
this
ancient Chinese cultural belief to business, investments, science and
technology, office design, plants inside and outside of buildings, and
even
natural disasters and Chinese politics. Although the restaurant was not
ideal
for a lecture, people were standing up to want to see the slides.  It
was great
to have Mike and his wife Amy with us.  They stayed and talked to many
with
questions.

The breakout sessions were very informative and relevant to those
interested in career opportunities in information technology,
Investment
strategies in the 21st century, and immigration laws and working
permits.  Each
of the discussion leaders was very well prepared and shared their
expertise with
the group.  Almost everyone stayed for the breakout sessions - some
wanted to
know when we have another event.  We may consider integrating these
seminars in
our annual conference.  Our thanks to the experts who led the
discussions - Drs.
Song Ling Young, Mike Zhou, Limin Shyu , and Mr. Victor Whang.

Many thanks to the DCEA Board members who helped in organizing the
event.  It
was truly a team effort with positive results.  Let's do it again.

4. Taiwan Earthquake Relief:

The following is an Announcement from DCCTER (Detroit 
Chinese Committee for Taiwan Earthquake Relief) of 
which DCEA is a member organization. DCEA has donated
a relief fund of $500.00 to the organization.  

DCCTER Announcement 

 The 7.6 earthquake in Taiwan, on September 21, 1999, 
 touched the heart of the Chinese community in Detroit. 
 To express our love and concern for our brothers and 
 sisters in Taiwan, the Detroit Chinese Committee for 
 Taiwan Earthquake Relief (DCCTER), a coalition of 12 
 Chinese organizations in Metro Detroit, has organized 
 a fundraising campaign over the past few weeks to help 
 the earthquake victims.  Thanks to the generous 
 support of the community, $1111 has been collected to 
 date, through our mail box alone.  Many others have 
 made generous donations and provided help in various 
 forms through a number of different channels and 
 organizations. 

 DCCTER would like to thank the following organizations

1.  The Implementation Program of Supporting Overseas Chinese to Start
a Business
     By Shanghai JIAO TONG University

Are you interested in start-up a business in your homeland, China? Here
is a program that will help you to get it started:

In order to promote the development of high technology business based
in China through overseas Chinese, a special benefit program has been
enacted in detail as follows:

1.	Set up an agency for the overseas Chinese who start up high
technology business in China to provide related services including
high-tech business application, choosing partners, raising funds, new
business registration, and so on.
2.	Set up a special fund for overseas Chinese doing business in China.
This will serve as an introductory risk investment fund since this
initial fund on the starting business project will attract other
investments from the local government, industries or financial
institutions in order for the business to grow and run in a healthy
manner.
3.	Overseas Chinese business owners could invest into the business with
their own technical expertise such as patents and other specialized
technologies, and the value could amount up to 35% of the registered
business equity. It could also be applied accordingly as it states in
the contract between cooperating partners.
4.	If the business project can be approved as a high-tech research
achievement commercialization project by Shanghai City government
agencies, the city government will return business real estate
utilization fees and real estate occupancy fees, waive the transaction
fees and real estate registration fee for purchasing production space
and offices, waive utility volume expansion fee for watering, drain,
gas and electricity application and allocation fee during production
within three years of start-up.
5.	If the business project can be approved as a high-tech research
achievement commercialization project by Shanghai City government
agencies, the city government will return the sales tax, business
profit tax, and local part of the VAT within three years of start-up.
For the subsequent two years, 50% of the above taxes will be returned.
6.	If the overseas Chinese company?s projects are approved as high-tech
research achievement commercialization projects, the aggregate salary
will not be limited. The board can decide its own payroll standard and
the total compensation can be put into company expense by following the
market labor cost and annual government guideline for salary increases.
7.	When the research workers of SJTU are the partners of the overseas
Chinese business, the invisible property of SJTU can be utilized by the
business. Related fees may apply.
8.	If interested in starting business in Shanghai, overseas Chinese can
submit a detailed business plan including the project, the technical
industry and product?s marketing and sales channels to the
High-Technology Production Office of SJTU. The office will reply within
a month.
