1. The First DCEA Advisory Council Meeting

 The Advisory Council of DCEA Held Its First Meeting at the Annual
 Conference
 
 Despite of the severe snow storm and terrible traffic condition, the
 Advisory Council of DCEA successfully held its first meeting at
 Lawrence Technological University  on Saturday, the March 6 of 1999.
 This newly established council is composed of 13 previous presidents
 of DCEA. They are, with the year when they acted as the DCEA
 president, Dr. Litton Lee (1982), Dr. Robert Lo (1986), Dr. David
 Chang (1987 and 1988), Dr. Songling Young (1989), Dr. Janilla Lee
 (1990), Dr. Jerry Chen (1991), Dr. Jamie Hsu (1992), Dr. Hwa-Sun
 Hsieh (1993), Dr. Bong-Hwa Sun (1994), Dr. ShanShih (1995), Dr. Paul
 Wu (1996), Dr. Simon Tung (1997), and Dr. Chin Kuo (1998).
 
 The objective of forming the Advisory Council includes, but is not
 limited to, leveraging council members' experience, talents, and
 networks to help DCEA 1) to better serve its members and the
 community/society as a whole, 2) to attract more members and make
 the organization grow, 3) to keep DCEA's continuity, and 4) to
 promote technical exchanges and relations with Mainland China,
 Taiwan, and Hong Kong.
 
 The DCEA Strategic Planning & Public Relations Committee, chaired by
 Dr. Yilong Chen, a current board member of DCEA, is responsible for
 communicating with the Advisory Council. Other members of this
 committee include Professor Chin Kuo, Dr. Simon Tung, and Dr. 
 Houchun Xia.
 
 Eight Advisory Council members attended the first meeting. They are
 Dr. Litton Lee, Dr. Robert Lo, Dr. David Chang, Dr. Songling Young,
 Dr. Jerry Chen, Dr. ShanShih, Dr. Simon Tung, and Dr. Chin Kuo. A
 lot of ideas, suggestions, and advices were presented and discussed
 at the meeting. Some of them will be  further discussed and
 implemented after the next  DCEA Board meeting, and the rest need
 more studies.
 
 Thanks to all Advisory Council members for their enthusiasm and
 support. We believe that your involvement will make DCEA even better
 and stronger.

2. DCEA Board Meeting

The DCEA Board of Directors Meeting was held on April 10, at 
Lawrence Technological University.  All current board members 
attended this meeting.  The current DCEA President, Dr. Jie Cheng, 
and Vice President, Dr. Tai Chan, presided this meeting.

Board members reviewed this year's  Spring Technical Conference held 
on March 6,  summarized the lessons learned for future reference and  
improvement.  Strategy and Planning Committee Chair, Dr. Yilong Chen, 
reported the first DCEA's Advisory Council meeting.  Recommendations 
from the Advisory Council were reviewed and discussed with necessary 
action items generated. The budget proposal presented by Treassurer, 
Dr. Kingman Yee, was reviewed and approved.  Board members, then, 
reviewed and approved the events planning for the rest of 1999:

- Technical Committee (Nancy Wang):
  The 1999 Fall Workshop (a  half of a day event) is tentatively set 
  on either Oct. 2, or Oct. 9.  Potential topics include networking, 
  career clinic, health seminars, immigration/citizenship tips, 
  Fengshui, investment/retirement seminars, etc.

- Publication Committee (Zach Fu):
  planning to publish on-line newsletters monthly, and mail 
  hardcopies out  twice per year to these members without email 
   accounts. 

- Membership Committee (Patrick Cheung):  
   Planning to have three regular mailings for membership activities.

Also, Board accepted Rong Chen's resignation.  DCEA will co-sponsor 
this year's Soup Kitchen event held on May 10th.  DCEA will also send 
Jie Cheng, Tai Chan, and Simon Tung to attend OCAPA'99 in Ohio to 
promote friendship.

Board Member, Rong Chen, Resigned:

DCEA Board Member - Technical Committee, Dr. Rong Chen, has decided 
to resign after serving on the board for the last two years.  Dr. 
Rong Chen contributed to the DCEA tremendously while serving in the 
membership Committee and most recently Technical Committee.  His 
contributions and enthesiastism to the DCEA activities will be 
greatly missed.  Let's wish Rong the best in his professional career. 
 
The DCEA Board accepted his resignation.

Community News

1. Annual Soup Kitchen Event:

   DCEA and CAGD will co-organizing this year's Soup Kitchen to be 
held on May 10th. 

Soup Kitchen is an event in which volunteers serve Chinese food to 
the homeless people living in shelters in the Detroit area.  The food 
are donated by local restaurants or other charities.  

We strongly encourage our fellow DCEA members to volunteer to help 
this event. These who are  interested in participating, please

2. The 15th Annual OCAPA'99 Symposium

  The 1999 Annual Symposium of the Ohio Chinese American Professional 
Association (OCAPA) will be held from June 11~12, at the Chemical 
Abstracts Service (CAS) Building, Columbus, Ohio.  The theme for this 
year's symposium is "Pursuing Balanced Excellence: Integrating 
Technology and Culture in the 21st Century".  The Symposium covers a 
variety of topics including inspirational speeches, seminars, paper 
presentations, panel discussion and interactive activities for 
participants. 

Seminar topics include: 
  - Engineering & Science
  - Health & Medical Science
  - Information Technology
  - Telecommunication
  - Finance & Business
  - Education, Sociology & Culture.

DCEA Board members,  Jie Cheng, Tai Chan, and Simon Tung will
participate officially.  We encourage fellow members to attend, 
particularly if the topics are of interests to you.  Please contact
