TECHNICAL TOUR: Nearly half of the city of Changchun is the

territory of the First Autmobile Work (FAW) of China.

Thus the city is sometime dubbed the Chinese Detroit.

FAW is one of the largest automotive plants in China.

The plant has been modernized in recent years. Technical

tour of the plant will be arranged for the IVEC'99

participants.

Prospective authors are invited to submit four copies of a 300-500 word summary

must be presented by one of its authors at the conference, and each author may

not present more than two papers.

2. Abraham Announces Agreement with White House on High Tech Visa

Legislation 'Big Victory' for Economy

(WASHINGTON) Calling it a "big victory" for the nation's economy, U.S. Senator Spencer

Abraham (R-Michigan), Chairman of the Senate Immigration Subcommittee, announced an

agreement between Congress and the White House which will ensure passage and

implementation of legislation to increase the number of temporary visas for high-tech workers.

 

"I am convinced this legislation is crucial to maintaining American economic competitiveness and

to protect American jobs," Abraham said. "I'm glad we have finally been able to reach this

agreement with the Administration and address the growing shortage of high-tech workers. With

the White House now on board, I hope we can get this law enacted very quickly."

 

"Since high tech companies generate about one-third of real economic growth, this acute labor

shortage threatens all sectors of our economy," Abraham explained. "The challenge is clear: if

employers are to keep their major operations in America, they must find workers with the skills

needed to fill key jobs. We have to do more as a nation to encourage young people to choose high

technology fields for study and for their careers. That's why I'm very proud we kept an important

element from my original bill for college scholarships for low income students. In the long term, this

is the only way we can stay competitive and protect American jobs," he said.

 

"But until we are producing more computer graduates, we must do more to fill the gap between

high technology needs and high technology skills. To accomplish this over the short term, the

agreement will allow our companies to hire a limited number of highly skilled workers from

overseas to fill essential roles using H-1B temporary worker visas allotted by the INS," Abraham

said.

 

The Congressional-White House agreement increases the number of H-1B temporary worker

visas from 65,000 now to 115,000 in 1999, 115,000 in 2000 and 107,500 in 2001. The visa limit will

return to 65,000 in 2002. It will also provide college scholarships and job training for American

workers. These scholarships will be provided to low-income students in math, engineering and

computer science through the National Science Foundation, with training provided through the

Jobs Partnership Act. This program will be funded by a $500 fee per visa petition and a $500 fee for

visa renewals, which combines will raise an estimated $75 million each year.

 

Layoff protection for American workers is also ensured by the agreement. In particular, any

company with 15% or more of its workforce in the United States on H-1B visas must attest that it

will not lay off an American employee for the same job nor recruit less-qualified foreign workers.

All employers, whether H-1B dependent or not, will face severe penalties and disbarment from

the program for violations of the law. The Department of Labor will have increased authority to

investigate any evidence it obtains of a possible serious violation. A report will also be prepared on

the high technology sector and future labor market trends, as well as on older workers in the

information technology field.

In order to celebrate Chinese Mid Autumn Festival, promote China Flood

Relief, and recognize local Chinese Organizations, we are presenting

the Detroit Chinese Mid-Autumn Festival Party.

ROAD DIRECTION:

University of Detroit Mercy campus is located at southeast corner of

McNichols Rd and Livernois Rd in northern Detroit. The entire campus

is fenced all around and all entrances are guarded. The Student

Union building is next to the entrance off Livernois Rd, which is a

wide boulevard going north-south. The following routes can be taken:

From Northern Suburbs:

Take I-75 south. Exit onto McNichols Rd west and drive for 3

miles. Turn left onto Livernois Rd going south. The entrance to

campus is 1/4 mile away to the left/east side.

To avoid the 3 mile local road, exit I-75 at Davison

Expressway West, then change to Lodge Freeway North (M-10). Exit

onto Livernois Rd going north, and the entrance is about 3/4 mile

away to the right/east side.

From Northwestern Suburbs:

Take Lodge Freeway (M-10) south. Exit onto Livernois Rd north.

The entrance to campus is 3/4 mile away to the right/east side.

From Western Suburbs and Ann Arbor:

1. Take I-96 east. Exit at East Davison Ave. Drive for 1/3 mile

east and turn left/north to Livernois Rd north. Continue on

Livernois Rd for 1 3/4 mile and the entrance is to the right/east

side.

2. Take I-94 east. Change to Lodge Freeway (M-10) north.

Exit onto Livernois Rd going north, and the entrance is about 3/4

mile away to the right/east side.

From downtown Detroit and Canada
