1. DCEA Outstanding Achievement Award
The Board of the Detroit Chinese Engineers Association (DCEA) has
established an Outstanding Achievement Award for the DCEA member. This
annual award will honor an engineer, scientist, or professor from the
Chinese Community in the Detroit metropolitan area who has shown outstanding
performance or achievement in engineering, professional experience, technical
society, and community activities. However, the nominee must be a current
DCEA member. The nomination guidelines for nominating
the candidates for this award could be based on the following categories:
(1) Technical Achievement
(2) Leadership
(3) Community Service
The nomination package will include the following documents:
(1) A nomination letter from a professional (engineer, scientist, or educator)
or an organization in the Detroit Metropolitan area.
(2) A copy of resume (a list of publication is also preferred)
(3) Two supporting letters from two professionals to describe this candidates
outstanding accomplishments in the above categories.
All nomination letters or credential should be submitted to the Nomination
Committee for the review process before October 12, 1998. The nomination Committee
will review all candidates and submit their final selection for the DCEA Board
approval on October 17. The winner will be recognized and honored in an Award
Banquet in the Metropolitan Detroit area. This year the Award Banquet will be
held on November 14 along with the other co-sponsoring Chinese organizations.

4) China Flood Relief Committee Meeting Minutes
Date: Aug. 31, 1998
Time: 7:00 PM ~ 9:00 PM

Subject: China Flood Relief Committee Meeting

Attendees (in the order of last name): Gang Chen, Ron Chen, Shuqin Hu,
Fanghui Jiang, Sheng Liu, Yizhang Liu, Ligong Pan, Dongkai Shangguan,
Jianping Sheng, Jinshou Xu,

1. Updated the participating organizations. There are eighteen local
Chinese organizations that are joined together to help the Chinese flood
relief. The organizations are list above.
2. All organizations reported their work since last working committee
meeting two weeks ago in Novi Library organized by Dongkai Shangguang, MCF
President.
3. Sheng Liu and Jiangping Sheng introduced the flood situation in China.
Both just returned from China after an academic conference in Beijing.
4. Ligong Pan and Ron Chen reported the media activities. The flood relief
massage has been sent out to the local Chinese communities via OnLine,
Chinese newspapers, Chinese Coalition meeting, and personal calls.
5. Jinshou Xu reported the fundraising activities. A total amount of $1,230
has been collected so far for the China flood relief and some are believed
still in the mail. Thanks to all the donors. To help the Chinese people as
soon as possible, this money will be mailed to China via America Red Cross
this week by Mr. Jinshou Xu. New donations will be mailed to China via
America Red Cross later.
6. A potential charity show has been studied. Jianping Sheng introduced his
organization's progress for the show and expressed that his
organization is happy to work together with the committee. Further work is
needed.
7. More discussion is focused on the future tasks. There are many
proposals. We are short of hands. We need more organizations and people to
be involved.
8. Fanghui Jiang, Jianping Sheng, and Yizhang Liu from CAGD Northern Center
will work on a charity sale in the Troy Fair, Sept. 18, 19, 20, 1998. Any
donation for the charity sale is welcome. Please contact Fanghhui Jiang at
(810)986-7500(O) for donation.
9. Ron Chen, Ligong Pan, and Xiaomin Huang will work on some serious
informative posters which are planned to be exhibited in Chinese
schools, churches and other potential locations to educate the Chinese
children and to promote for fundraising.
10. Gang Chen and Jiangping Sheng will help to provide Ron Chen the Chinese
flood pictures from videos. Some technique and equipment are needed to get
the pictures from videos.
11. Gang Chen, Yizhang Liu, and Jiangping Sheng will continue to work on
the potential charity show.
12. Other activities, such as, dancing party, picnic, middle Autumn party
are proposed. However, more study is needed. Shuqin Hu and Dongkai
Shangguang suggested to attract more people and organization to join us and
study all the possibilities.
13. Next meeting will be organized by Ron Chen who represents DCEA and
NAACEE. Time and location will be determined by Rong Chen. We hope more
organizations and people attend the meeting and work together. For more

14. Ligong Pan will send a report to the local Chinese newspaper and
Yizhang Liu will write a meeting minuets and send it to all the attendees
and local Chinese organizations.
