Broaden Our Global Scope and Future Visions

The automotive industries are facing tough overseas competition, government regulations, and rapid technological changes. Ever increasing government regulations require improved fuel economy, better reliability and safety, and lower emissions from the automotive systems. Higher performance and longer durability of components and tribological materials will become increasingly important in the face of harsh operating environments and better wear-resistant and friction-reducing characteristics. Stringent federal legislation calling for better fuel economy and reduced emissions is the driving force for improved automotive components that are compatible with future automotive materials and vehicle emission systems. This year, one of the major goals in the Detroit Chinese Engineers Association is to broaden our global scope and future visions in the rapid development of automotive industries.
This year we first sponsored the Spring Automotive Engineering Conference and Exposition on March 1. Then we organized an Automotive Body Engineering Workshop on June 14. These events were very successful. Spring Automotive Engineering Conference did provide a great forum for global technology exchange and interaction among all automotive engineers, scientists, and executives. In addition, the Automotive Body Engineering Workshop has provided fundamental engineering knowledge and technical discussion related to automobile body design, analysis, testing, manufacturing and assembly. All attendees for these two events enjoyed learning new technology and interacting with all distinguished speakers from China, Taiwan, and U.S. I would like to personally thank all speakers and DCEA organizers in these two meetings. Your efforts and great knowledge have stimulated our society scope and future visions in automotive development.
On August 19, DCEA in conjunction with Oakland University, Society of Tribologists and Lubrication Engineers (STLE) has presented an educational seminar on Manufacturing Tribology for Automotive Components. Several interesting topics such as cutting tool coatings performance, metalworking fluid optimization, sheet metal forming, and engine tribology coatings have been presented by our DCEA members to educate our automotive engineers and graduate students working in these areas. We had a successful seminar and the DCEA has received a lot of attention from the Great Detroit Area. Now we plan to launch another Fall Automotive Engineering Conference and Exposition at Lawrence Technological University, Wayne Buell Management Building, on October 11, 1997. This conference and exposition will be co-sponsored by Detroit Chinese Engineers Association (DCEA), North American Association of Chinese Engine Engineers (NAACEE), and Society of Automotive Engineers-China. The conference themes will be focused on two major areas: (1) Powertrain, and (2) Intelligence Systems and Technologies. SAE-China will send a delegation team including all major automotive and petroleum company directors and executives to participate this conference. Fifteen speakers from China, and U.S., have been lined up and will present their global perspectives and recent technology development in these two areas. (see the detailed program in this Newsletter). In addition, we are fortunate to work with North American Association of Chinese Engine Engineers (NAACEE) and SAE-China for co-sponsoring this event.
I would like to encourage you for supporting our incoming activities. This Fall Automotive Engineering Conference and Exposition on October 11 will provide an outstanding forum for communication on current developments and future directions of Powertrain Technology and Intelligent Systems and Technologies. Dr. Ren-Jye Yang Named ASME Fellow

According to a news release by ASME International on June 30, 1997, Dr. Ren-Jye Yang, PhD, P.E., a resident of Troy, Michigan and staff technical specialist at Ford Motor Co., has been named a Fellow of ASME International (the American Society of Mechanical Engineers).
The Fellow Grade is conferred upon a member with at least 10 years active engineering practice who has made significant contributions to the field. Yang earned his doctoral degree from the University of Iowa, Iowa City. He is also a member of the Society of Automotive Engineers, and the International Society for Structural and Multidisciplinary Optimization. Congratulation from all of us, Dr. Ren-Jye Yang!

SAE and China Strengthen Relationship with Various Cooperative Agreements

To ensure that current engineering technology is readily available to the world's mobility practitioners, SAE continues to cultivate partnerships with technical societies and mobility industry organizations throughout the world. A spring trip to the Far East by SAE representatives served to continue discussions of cooperation, many of which began during the SAE Congress this past Feb., and solidify relations with the People's Republic of China.
Society ambassadors on the trip included Max Rumbaugh, SAE Executive Vice President; Claude Verbal, 1996 SAE President; Ray Morris, Executive Director, SAE Products and Services; Murli Iyer, SAE Intl. Sections Developer; and John Casker, Manager, SAE Section Relations. Results of their travels and meetings with organizations in Beijing, Shanghai, and Hong Kong follow.

Beijing

While in this part of the country, SAE staff members met with SAE-China President Mr. Zhang Xingye and Secretary General Mr. Jin Dongying to discuss details of the Memorandum of Understanding (MoU) signed by the two organizations in February.
The Memorandum with this sister society covers cooperation in three areas that would eliminate duplication of activities and provide value to mobility engineers in China. This includes the organization of technical meetings and educational exhibits of mutual interest and benefit; joint member activities, including joint meetings in Beijing for members of both societies; and the appointment of a Beijing representative to process membership applications for forwarding to SAE International.
SAE-China currently has 14 branches with more than 10,000 members that organize 10-15 meetings per year. They have already begun to promote the concept of team membership in which up to 10 qualifying members team to join SAE under one dues payments, sharing the tangible SAE benefits such as Automotive or Aerospace Engineering Magazine. It was learned on this visit that approximately 15 Chinese corporations are expected to exhibit at SAE'98. The SAE delegation offered to help SAE-China promote calls for papers for an exhibition to be held in Beijing in June 1998 and a congress to be held in Shanghai in Oct. 1998. These two events are being organized jointly by SAE-China and the Association of Trade Promotion and International Economic and Technical Corporation, among others. SAE-China representatives noted that Mr. Xiaoyu Zhang, Director-General of the Ministry of Machine Industry (MMI) was appointed by the State Science and Economic Commission as representative of the members of SAE International in Beijing and would be responsible for organizing local activities.

Shanghai

Here, SAE delegates met with Mr. Qian Wei Chang, Deputy Director, Science and Technology Commission of the Shanghai Municipality, and Mr. Yang Jie, SAE's Advisor in Shanghai. During the meeting, Mr. Qian encouraged SAE to continue to work through Mr. Lu Jian of the Shanghai Automotive Industries Corp., and Professor Chen to establish an SAE section in Shanghai. The central core of membership from the Shanghai Section will be from Shanghai Diesel. In addition, Mr. Zhu Zianding, a chief editor of several Chinese technical journals, offered to promote SAE membership in Shanghai through articles in these publications.

Hong Kong

The finalization of an MoU between SAE and the Hong Kong Institution of Engineers (HKIE) was the topic of a meeting among Mr. Frederik T. H. Mak, Acting Secretary and Director General of HKIE, Mr. Iain Seymour-Hart, SAE's Advisor to Hong Kong, and Society representatives. SAE left this meeting agreeing to forward the final version of the MoU to HKIE for signature in the near future.
The MoU will enable SAE International and HKIE members to attend each other's meetings on the same basis and for the same fees as members of the other organization. (One exception to this policy, however, is SAE's International Congress, HKIE members will be charged the lowest nonmember rate to attend.) The agreement will also permit members of either society to purchase periodicals and single copy publications at the same reduced rate that is available to its own members. In addition, the two organizations will exchange publications of common interest.
As with any MoU, working together to share information is at the heart of the agreement. International events for the exchange of technical information will be pursued A coordination committee will be created in Hong Kong that will serve to establish and maintain an active communication channel. This will enable meeting information and news of mutual interest to be exchanged for circulation in any of their publications. Other PRC developments
As a result of this same trip, SAE signed an MoU with the department responsible for the administration of the country's automotive industry, the Automotive Industry Bureau of the Ministry of Machinery Industry (MMI-AUTO). Both organizations have agreed to work cooperatively towards advancing automotive engineering technologies in China. Furthermore, MMI agrees to support the agreements by SAE-China with SAE, especially in the areas of membership development and activities in China, and SAE agrees to recognize MMI-AUTO as the sole organization to administer the global vehicle identification number (VIN) system in China. (SAE was designated by ISO as the organization to provide groups of VIN numbers to national organizations that administer VIN's in a particular country.)
